I get my high from riding my nifty 'Cannondale' Hybrid trail bile up to 30 very hilly milses at 4.5 minute miles. But I don't ride on wet payments. So if I watch the weather over and over I just know I can change a wet forecast... that does it rightt :-)

No, but you can change your location according to what you learn...

Well, you could change the weather relative to where you want to ride. If the weather channel is showing rain where you are, you can drive or fly to a place that is dry and go riding. You cannot change the weather but you can change the weather where you are going.

Well technically you could create a large electromagnet and sort of drag a cloud around like a massive inkjet printer, but the expense of such a device would probably be a bit discouraging.

Nope: watching anything is not the same as changing anything. Sorry, it just doesn't work.
Now, if you believe in telekinosis, etc., then you would believe that your mind waves can cause changes.
