As a lifeguard I assume you are speaking about your work. Emotions are something that people elude to in many ways. Lets say someone is in the water where you know it is dangerous. You tell them to get out of the water and they are embarrassed that they have been singled out. In your opinion it may be for their safety. They are angry because they are embarrassed at the same time.
As far as the staff, I could not be sure unless you are making decisions that are correct and they are not comfortable with the fact that they did not make that decision that you did.
Imagine that you made a right and correct decision when your co-worker did not. They would probably feel that they should have made the same call that you did. Instead of them feeling embarrassed or angry, they should learn from your example, but that is not your question.
My opinion is that you care enough to post this question that proves that you apparently care about your patrons as well as your co-workers. I have no right to give advice, but it seems to me that you are doing a better job than those you work with. I suggest you use this comfort that you are doing the best job you can do.

Maybe as a child they were teased when they did something wrong, so they got mad when embarrassed.
Or, just that they cannot handle being wrong, or doing something stupid, something without thinking, that might make others look down on them... A pure case of low self esteem, and the only way they can get past it is to get mad.
Most likely when they tell the story it isn't about an embarrassing moment, it is how angry they go over an issue, and how that resolved things.

Some people do this because they don't know how to react or they don't know that making a mistake or having this kind or embarrassment is perfectly normal. Some use it as a defense mechanism to show the rest of the world that if anyone reminds them or makes fun of them for this they will lash out.
Maturity solves this problem.

Many people exhibit anger when they are embarrassed or hurt. Probably to keep from appearing out of control

They're not secure enough with themselves to accept that they made a mistake...more often they are just angry at themselves. Maybe if they learned to say "Well crap..." and shrug once in a while and leave it at that it wouldn't be such an issue.

Well being embarrassed usually means you feel Exposed and Out there, and are being made fun of, or could be laughed at, or ridiculed, so they think being mad may make the moment pass, and have themselves not made fun of, but maybe respected more.

well..i belive that people hide ebarrassment with anger beacuse they dont like to be called out or be told to do something that they dont want to do in front of a bunch of people...and sometimes people try to act hard and be mean so that they wont look dumb in front of everyone...so to me thats why people do it....

cuz if ya mad ppl dont make fun of ya that much
but if u did somethin embarassing youll never hear the end of it
