Depends on how big the majority is. With the Democrats currently slim majority, they really only have to power to appoint committee chairs and control what the agenda is. Beyond that, they can't do much. If they had a sixty to forty majority in the Senate, they could force cloture on any topic and force votes. With more Senate and House seats (enough to get to a 66% majority), they could override Presidential vetoes.

None, if the minority does not cooperate on legislation. The last time we had a majority that was one party in Congress and another as President, the govt. shut down twice because they could not agree on a budget.
