Is it leggings, skinny jeans, flowy tops, high heels, gauchos, ANYTHING you just don't get about the way some girls dress?

Well, I don't understand why girls wear leggings, then ruin th eoutfit by putting a skirt on top.
What is the point ? They don't wear skirts over jeans so whats the difference ?
