I have a Dell desktop and its fan blows very loud and very hard and its in a comuter desk very similar to this one:

it has been like this since the day i got it.
i do on occasion take it out and remove the cover and clear the dust off the mother board etc but the problem continues and i have contacted dell and they insinst there is no problem and refuse to send someone over here to look at it

It appears that the bearing on your fan may be wearing out. I'd replace it.
I'm also not a big fan of enclosed desks. The tend to restrict airflow.

The fan noise is probably coming from the CPU fan. You can do a search for silent fans or low noise fans and replace it if you are careful.
If you are not going to use a water cooled fan, you will have some noise generated. I just purchased and installed this one:

which does not work as well as a louder more conventional fan for high end use (meaning my CPU runs up to 10C higher than it would with a louder more direct fan - but is still within spec of my system). However, if you do not tax your system with intense processing from gaming or graphics manipulation then the above fan will work fine and is very quiet.
Just do a search for "silent cpu fan" or "quiet cpu fan" and purchase something you think will A) fit in your system B) is proclaimed to be quiet and C) you think you can install without damaging your motherboard or CPU. They really don't cost much.

ok if your desk is simalar to the one with the door on it ref your link. Most of the noise that you hear will be because of a few things. one your computer is in a cupboard a bit like you going into a tunnel and yelling, two it will be on a wooden surface so it picks up all the vibrations that the computer makes in it's normal operations.
In areas such as this I remove doors or if I want to hide the computer when not in use have a concertina type door, I line the cupboard walls and floor with a piece of carpet. and this greatly rudeces any noise

Have you cleaned or checked the fan for any dust build up? Maybe if you are running the computer in that enclosed area when the door is closed, all the fan is doing is re-taking in hot air blown out from the computer.
Do you know what size the fan is?

You can have a noisy fan for multiple reasons. Some of which include:
Damaged fan blades
Dust
Obstruction
Also you may want to check your Power Supply. The noisy fan may be caused by it and replacing its fan is impractical. If it is the culpret you may want to invest in a higher quality power supply.

is it the CPU fan or the power pack fan?
if it is the CPU fan then buy your self a new fan with ball bearing's in it these are the quietest fans
if it is the power pack then you will need to buy another power pack,
by the way, next time you buy a computer never buy a dell again....
now you know what their service is all about... not interested in your problems..... after sale

Because you bought a cheap computer or is very old. Also, reformat your hard drive and reload your OS. It will help some. Has it always been this loud ??
