(x^2 - x + __) - 17 - __ = 0
(x^2 - x + (1/4)) - 17 - (1/4) = 0
(x - 1/2)^2 = 17 + 1/4
(x - 1/2)^2 = 69/4

Take sqrt of both sides:
x - 1/2 = +/- sqrt(69/4)
x = 1/2 +/- sqrt(69/4)

Square 1/2 of the b term (ax^2 + bx + c = d) and that is your c term. The rest goes on the other side of the equal sign as the d term (I made up the d term since I can't remember what it is named). Here (-1/2)^2 = 1/4. The final answer is:
x^2 -x +1/4 = y + 16 3/4. You can now put the answer in the form of y-k = a(x-h)^2, where h and k is the (x,y) point of the vertex. y - (-16 3/4) = 1(x - 1/2)^2. The vertex is (1/2,-16 3/4).
