booman (below) Incorrect. The law states that one must be aware that the person is covert when outing them.

It states that you can not be convicted of treason if you found out afterward that the person was covert. Fizt could not prove that they knew BEFORE doing it.

Here's the deal, and regardless of what you think politically. The most serious charge that could have been brought would have been the outing of a covert spy. Yet, that didn't happen. Ask yourself why? Because she was not covert as defined by the applicable law and Fitzpatrick knew it. So, you have an investigation in which there was no crime until one was created in the investigation....Nice!
