No. It's part of an information series distributed by the U.S. State Department. For many years we had U.S. Information Service libraries at certain U.S. embassies abroad during the Cold War. They were set up to make information on the U.S. and its history available to the citizens of those countries.
If you're looking for an academic journal in the field of foreign affairs there is the Foreign Affairs Quarterly published by the Council on Foreign Relations.

If it has been reprinted from a journal, and cited as such, then you can say that but also cited the web page site.
