Legally you should reorder them from the manufacturer of your pc (hp gateway dell etc).
I dont know if you know someone with a plain OS that is not manufacturer specific but if you have someone with an out of the store copy of the same OS then you can install using that disk and the KEY on the back or side of your pc casing.
Or you can always pay a local repair shop found in the yellow pages to use their software and your key (call for quotes first)

Go to the local computer repair shop, tell them you need a copy of Windows whatever version you had, tell them you have a product key, but your cd got broken or misplaced, they will probably make you a copy for about 10 dollars, thats what most charge, around here anyway. If you do not have your product key, then thank your sisters for making you have to buy another licensed copy of window.

Well... for next time try these programs before deleting your windows. Really, formating your drive should be the last step. Oh well at least you learned from your mistake.
These are a few FREE programs (which I personally use), which work great together to check whether your computer is infected, if anything is found they will remove the problem files. Make sure to disable your own Anti-virus before installing a new one because it may cause a conflict.
Download the following:
Spybot: Search & Destroy - Application to scan for spyware, adware, hijackers and other malicious software. Make sure to download all of the newest updates before scanning.
http://www.safer-networking.org/en/mirrors/index.html
Windows Defender - Windows Defender is a free program that helps protect your computer against pop-ups, slow performance, and security threats caused by spyware and other unwanted software. Make sure to download all of the newest updates before scanning.

A Free online Scan you can perform is at Trend Micro’s website. They have an online scanner that works through your internet browser to detect viruses and malware on your computer. http://housecall.trendmicro.com/
AVG Anti-Virus and Anti-Malware Free Edition -http://free.grisoft.com/doc/5390/lng/us/
Make sure to disable your own Anti-virus before installing a new one because it may cause a conflict. Make sure to download all of the newest updates before scanning.
To prevent future problems download SpywareBlaster and PC Tools Firewall Plus. Update them both and make sure to enable all protection.

You don't have a lot of options.
Go to Wallmart and buy a new fresh copy of either XP or Vista.
