An enormous amount is being done, and has been done in recent years.
* If someone is convicted of a sex crime, when they get out of prison, they have to register with the police ... parents can now find out if such a person is living in their midst ... these people can be banned from being close to a school yard. This is a relatively new phenomena in our legal system.
* The Catholic Church used to be able to abuse children with impunity ... if some Priest was accused, they just moved that Priest to another parish & kept it secret from parents there that the new Priest was a Pedophile or whatever, until new bunch of parents complained, then the Priest gets relocated again, and again ...well the Church is not allowed to do that any more, the Prosecutors are going after the Priests, and victims families are suing the Church.
* It used to be that domestic child abuse was a dirty little secret that no one talked about. Now there's all kinds of training for children ... if someone touches you in your private parts ... tell a teacher, tell a parent, tell a policeman ... and there will be an investigation.
* There's also the mantra about not trusting strangers ... if a stranger says they are a friend of mommy & daddy come to give the child a ride home ... if the stranger does not know the secret password that mommy & daddy gave you, then that means the stranger is telling a lie. Or suppose the stranger says his little puppy or kitten is lost & wants you to help find it ... you gotta get mommy daddy or teacher first to see if it is Ok to help look.
* Leave your kid with a baby sitter ... you can have a camera that will let you know if the baby sitter behavior was inappropriate
* There's all sorts of things that teachers and doctors are trained to watch out for when they see a child ... if there is reasonable suspicion that a child has been abused, they are required by law to report their suspicion. This also is relatively new, has not been around for many years.
So the bottom line is that parents and teachers are armed with a multitude of solutions that did not exist not so many years ago. If they use these solutions, then the children under their care are well protected.

The same thing that can be done to stop murderers, and adult rapists, and car thieves -- very little.
People commit crimes. That's been the way the world has worked since the dawn of civilization. We've tried everything from making every crime a capital offense (punishable by death) to exiling criminals to other continents. Nothing stops crime entirely.
As long as there is the genetic encoding that some people are going to find children attractive (just as there is genetic encoding for gender preferences, racial preferences, height preferences, etc.). And as long as there are people that find other people attractive (adults or children), there will always be a few who commit rape.
There's no way to stop it. The best we can do is try to cut down on repeat offenders, and make the sentences harsh enough (within the bounds set by law and the constitution) that anyone who might do it would think at least twice.

perverts and molesters and other criminals are usually the product of unwanted pregnancies and abused children. sadly there is not much you can do except maybe be a helping hand to a child or someone in need. love is the answer. And of course education.
