Yes, but they have to be some very bored individuals to target your network unless you have some very important information they want.
First they have to be within the range of your router's wireless signal. Then they would need two laptops and a good amount of time to hack the encryption that you hopefully have enabled on the router.
If you have WPA encryption enabled and SSID turned off (makes it so you can not see the router when searching for signals but you can still connect) and then after that set it to ONLY allow your MAC addresses of the pcs you want to connect and there is virtually no possible way for them to connect to your network (wirelessly or even wired)

Yes, if you shut off all the radio antennas.. including bluetooth and Wifi.. then YES, your cellphone is basically inpenetrable or completely safe from hackers. However, it is also now mostly useless, at least for the purpose it was originally designed for. <> Mostly.. about as secure as you can make it. There are far fewer cellphone viruses then their are, say, PC viruses, so your chances of getting one is slim anyways. But adding McAfee or any AntiVirus (A/V ) program to your cellphone gives you an additional level of protection. <> Yes, TECHNICALLY.. a HIGHLY sophisticated hacker can remotely attack your phone using bluetooth or wifi. However, outside of some lab.. I'm not aware of any real world examples of this actually occurring. That is to say.. the level of sophistication that is required is beyond the level of MOST thugs and hackers. I only one I know of is 1 security firm which demonstrated a device that if pointed at a cellphone, could eaves-drop on the conversation or turn the phone on or off, remotely. It used bluetooth to accomplish this, so the hacker had to have 'line of sight' to the phone. So the risk is VERY Low. You have a better chance of being attacked by a Shark if you are swimming in the ocean or being Carjacked then finding a hacker who points his bluetooth sniffer at your phone and eaves-drops on your conversations. You have a better chance of a Car thief using a radio scanner to decipher your car's keyless remote code, - which HAS happened - then your cellphone being remotely hacked. <> IF someone has access to your Wifi Router's password.. the LEAST I'd worry about is your cellphone. They could do a lot more damage to the PCs on your network then your cellphone. Your computers are perhaps a 100-times more vulnerable to hacking then a phone, if someone has access to your Wifi password.

Yes, but only if they are in your internal network.
Now, can they get in if the modem is on? Assuming you have all the default settings on your router, the answer remains unchanged. Your router has a firewall on it. Unless you configure port forwarding, nothing is coming in through there. The only exception would be if you had a backdoor installed on your computer, but at that point your in a lot of trouble anyway. Just run your anti-virus to protect from that.
You will also want to make sure no one can get into your internal network. If you are using a wired network, you are probably safe as it is. If it is wireless, see this detailed guide:

No the Modem supplies the Internet to the Router.
So if you turn off the Modem you are not even on.
