Do not join organizations that do things you do not want to participate in.

If your sister is an adult, she has the right to participate in an orgy club if she wants to.

We cannot.

Torture and rape only apply if it's not voluntary. Or if the person lacks the mental capacity (because of age or brainwashing) to make a voluntary decision.

But the laws also allow people to engage in all kinds of voluntary activities that would not be allowed without consent.

That's why we have courts. To enforce the laws. And that's why the laws allow for next of kin to challenge whether someone has the mental capacity to consent, if they think such abuse is going on in a non-voluntary manner.

In most jurisdictions the doctrine of consent is a defense to claims of physical harms. However, one cannot do more than what was consented to by the "victim." Consent can be either implied or express. The conduct CANNOT exceed the consent.

For example, a battery is a harmful or offensive contact. If you participate in a boxing match you consent to being hit but you do not consent to being killed.

With respect to your "rape" question, in most jurisdictions rape requires penetration WITHOUT consent. If you consented to the penetration then it is not rape.

Unfortunately, based on the facts provided it sounds like your sister has consented to this conduct.

ask an anonymous question to the police - give them a tip off, and let them investigate, maybe it will put an end to it - as far as i know hazeing procedures for fraternaties and sororeties were outlawed. ♥
