21 Minimum Age Check-In Panama City??

I'm in desperate need of some 3 or 4 bedroom lodging options in Panama City that allows people to check in if they're at least 21 years old instead of 25. I have found a couple hotels with only 1 or 2 rooms, but needing a bigger one to house around 10-12 people. Thanks to anyone who can help me out.

It being the summer and the various owners are looking more at the family unit.
There are a few places but not directly on the beach.
