Better not.
While the chalk may not be permanent, it is still something that can very easily be made out to be vandalism (even spraypaint can be removed, it is all relative as far as level of effort goes).
It is not your property, you don't have a permit, just don't do it.

Laws vary by state, and by county/city.
Many cities have laws against that kind of vandalism -- even though it's not permanent damage, it's still damage.
Check your local listings under the vandalism laws for your city and state to see exactly what is covered.
