I have an empty 2.5 gallon tank. I would like something that is easy to care for and doesn't require a heater. I already have a betta, so I wouldn't like anymore. It doesn't even have to be a fish. It could be snails, etc. Any suggestions?

Without a heater choices are somewhat limited, but you could easily keep several White clouds, 2-3 male guppies or a pair of killifish. Only some species of killifish will do well in an unheated tank and a few would be too large for a 2.5 gallon, so research any you like before buying.

No fish. It is possibly OK for a betta, but they need a heater. I would sell it on Craig's List. You may be able to make two dwarf frogs happy, but it is pretty tiny of a tank even for them, and they are better off on groups.
PS it would be cruel of you to get neons, since they like to zip back and forth in tanks, and would have no where to go in this tank. I hope you have a heart and dont torture animals for your own entertainment.

The only type of fish that could be a tank that small would be a female or male betta. They are wonderful fish!

If I were you I would add a female Betta. That's about the limit in a 2.5 gallon tank. If you see them start to blow a big bubble "nest" turn off your filter for a day and see if they lay eggs. But don't put any more than two fish in your tank. It's too small.

Neon's or Zebra fish. A 2.5 gallon tank won't hold too much.

I personally have 2 of the "so ugly they are cute" bubble eyed goldfish in my 2 gallon. No heater required. Just nothing other than a rubber lipped pleco can live with them due to the amonia levels they put out. They're pretty fun tho :-) Always happy to see me when I come. (Begging for food obviously though!) LOL
I thought about getting a figure 8 puffer to go in it originally, but decided on these guys. All in all it seems to be a good choice.

ghost or cherry shrimp and ONE snail

dwarf puffers will nip as the betta
white clouds need more space
danios and neons need more room and larger numbers

If you are experienced enough try a pair of dwarf puffers with a algae eater like a coolie loach or a cory catfish.
