It may be hungry. When you feed it, it has to go up to get the food and it gets into that habit so every time it feels something in the water, it may think it was food being dropped into the tank.

It sounds like the water may be too hot and/or there is not enough oxygen in the water and you should by an air pump, some airline tubing and an air stone and run it all the time. If that doesnt help you should do a partial water change because there might be ammonia present in the water from the goldfish waste or rotting fish food.

He's suffocating, probably from not getting enough oxygen. Is he in a bowl? The surface area in a bowl, doesn't leave them enough oxygen, so then there gasping for air. Goldfish should never be kept in bowls. For the first goldfish they need 30 gallons, and every additional goldfish need 10 more gallons you need to get a filter

That is why -- they need to breath. How large is your tank? Do you have an active filter? They need air asap, or they WILL suffocate to death. Get them at least 10 gallons each, a good filter and add a bubble wall. Bad water quality also makes them do that, so be sure to have a large enough tank and do 20 percent changes weekly, and clean gravel.

we really need more info to answer, you didn't give us any clue as to their living conditions.

please let us know:
the tank size
filter or no filter
established/cycled tank or new uncycled tank
weekly water partial water changes
how many goldfish
what type of goldfish

The water quality may not be the best. you should test the water (or have it tested at a pet shop-usually for free) to determine if something is wrong that you need to correct. learning your fishes normal behaviour is a great way to tell when something is wrong.
It may be that ammonia or nitrites have built up to toxic levels and a water change is in order

do you have a filter in your tank???
If no, then there is your reason, they need oxygen to servive, and you need to get a filter
