They are both correct but infer different things.

'You are to blame' suggests that the individual referred to caused whatever happened.

'You are to be blamed' suggests that the individual is being made aware that they are to be scapegoated for the act being referred to.

The second is correct. You is the subject, Are is the predicate To is a preposition suggesting a destination, blame is an action . To Be is the verb in the second and blamed is the action that the subject (you ) is receiving. You blame, you are blamed, You are blaming, You are to blame, You are to be blamed, You will be blaming. You are to blame can be correct as a command provided you add an object. You are to blame the guilty person or You are to blame yourself.
