It could mean 'independent academic' team. This has nothing to do with special education. This is a group of people in the school who help children with problems. But this is not a legal team like special ed is, so they don't have to follow laws and usually don't help at all, this is going on all across the country.

IA in educational context is Internal Assessment in India.It could be true in Florida also.It is an usage, since in higher education & special education internal assessment from any course faculty is a usual process included by Universities & Colleges.IA (internal assessment )in this context is a common usage.
