Ed Q has some good points but Ed you have to refrain from derrogatory remarks. Your comments are borderline abusive.
Before installing anything on the exterior of a condo, rental property, etc; you must first get approval from the condo committee, owners, etc.
Remember that the cable(s) must come through the exterior envelope (window frame, door frame of balcony, wall, roof - NOT recommended).
You may also have to get approval from the town, township, county planning or building department.
Any approvals received must be in writing. This protects you in case there is a change in the committees.

usaually the condo association is going to be made up of a bunch of old retired seniors, and these peep's might be a bit difficult to deal with at times... anyhow,,, THe proceess is simple:
1. You cant drill into the building
2. You cant damage the existing roof (screw up and top floors get water damage, cause of you. $$$$)
How you do it:
Get a Flat Mount that lay's on the floor of the roof, condisdering the roof is flat. (NON-PENETRATING ROOF MOUNT) is the name
Get some shingle material the size of the mount and lay that down 1st.
Put the mount on the shingle material, so the mount doesnt pierce whats there.....
lay the mount down and put CINDER BLOCKS on the mount
then install the PIPE BRACKET to the mount and then the dish
and BAM, sit back and watch all the porn your little heart desires...LOL JOKE
but thats how I did it, and would go about it

Usually a condo has an owners' association or other governing body. You'll have to check with them.

Ask the condo association or the apartment owners, they control that. They may have a hook up already to use.
