Yes, that is silk-screened... not too difficult. It's just delicate work to get the "masks" correct.

I made a silk-screener back in high-school and made shirts & posters for almost every occasion (nice lil side-business).

Brothers has several printers out that do it, but they start at about $10K ~
Print quality is excellent. Ink jet.
