There are too many dogs with this name for me to ever consider it acceptable for a kid. I agree with your mother also, but not because of the Nazi's. Kaiser is the same title as Emperor. (see Kaiser Wilhelm - German Leader in WW 1)
If you are looking for something German, try Conrad or Connor?

I wasn't thinking Nazi when I saw it but since the word has been brought up by a few people - you should definitely disgard it.
You have to think how his peers will react to his name -whatever you may choose. He's the one who'd be living with that it for the rest of his life.

I would think of Nazis and/or Germans (Kaiser Wilhelm, etc.) and Kaiser HMO (medical insurance). Not a good choice, imo.

Ive heard of a kaiser roll but never as a name for a boy.... it's a little out there in my opinion

I like it, it should be up to you, if you want to name your boy. Kaiser, a ring to it. I do think of Germany, but not nazi related.
