The conversion relies on knowing that one minute is 1/60 of a degree, and one second is 1/60 of a minute (or 1/(60*60) of a degree):

40 + (58 / 60) + (48 / (60 * 60)) degrees =
40 + 0.9666666 + 0.013333333 degrees =
40.98 degrees
