The driver will probably be cited with reckless driving or any number of other driving related citations.

Without actually checking, my guess is that it would only be legal if the car were not on a public roadway.

Otherwise, the kite and string would count as extensions of the car, which are longer than the statutory limits, and thus pose a traffic hazard.
