Personally i think its more of a joke.
Because really, size shouldn't matter; unless you're just screwing around, then it means as long as your not small you're fine. And if its not big, it doesn't necessarily mean its not "acceptable"; any slut will do any guy no matter the size. haha.

Size doesn't matter.
It's technique. You could be huge and be the world's crappiest lover. You could be small and be the best.
There is such thing as TOO big. Most women don't want pain. Guys like that usually go on size alone. Women tend to avoid guys like that.

It doesen't mean that is isn't acceptable, but women just like to be "filled up all the way" it is more about width because after 3 inches they vagina looses it's sensitivity in a sense.
