Once, I just happened to glance over at a car in the next lane and saw an old man driving down the road with a huge tumbleweed in the seat next to him! He even had the window open for it!

Can't really say what was the strangest in the car, too many choices. What has really gotten my attention in the past is seeing people read books or drink liquor from the bottle while driving. Once I did see somebody trying to carry a rod that was too big to fit in the car, holding it out the window like a lance.
Also, I know this isn't really "in" the vehicle, but I do remember the one time I saw a double-ended car on the road (2 front ends with opposing seats & steering wheels - really wish I had a camera with me at the time).

I once came across a Buzzard ( escaped from captivity I later found out) that had caught a large rat which was struggling to get away, the Buzzard was trying to get a better grip on the rat before flying away, the poor old rat was still squirming as the Buzzard took to the air. Fascinating to watch.

A woman swerving all over the road, got up next to her and saw why she was driving poorly. Big bowl of spaghetti in her lap! Sketti is not car food, people.

Well, I saw a woman one time she was the Queen of Multi-tasking.
She had a Cigarette in one hand, the cell phone in the and holding up a newspaper with her elbows as she drove with her knees. This was in Bumper to Bumper traffic.

It wasn't very strange, but my boyfriend had his foot out the window and the guy in the next car was holding his nose.

You wouldn't believe this, and I might get reported. It was twilight, a guy was driving on city street, and someone's head (looks like a woman) bobbing in front of him.

lol. there's this creepy guy that lives somewhere close to my town. i see him every now and again. he has barbie heads all over his car. i think he glued them to the car. yeah, didn't i say that it was creepy!
