y = - 5x + 3

then 10x + 2(-5x +3) =7
10x -10x +6 =7
does not have any solutions.

10x + 2y = 7 <-- I assume you meant a + sign
y = - 5x + 3
Solve the 1st equation for y getting:
y = -5x +3.5
Since the two equations have the same slope and different y-intercepts, the lines are parallel and thus inconsistent.

If you mean 10x+2y=7........1
and y=-5x+3.........2
Rearrange 2
5x+y=3.............3
Equation 1 - 2 x equation 3
0 = 1
This is inconsistent. There is no solution.
