Well, how often do you do water changes? You should only be doing them once a month. This could be the reason your tank keeps getting cloudy...my son has an albino african frog, the thing eats EVERYTHING, but it doesn't dirty the tank. Also, how large is your tank....hopefully larger than a 10gal.

YES YOU NEED A FILTER IN A 10 GALLON TANK! All fish need either a filter, or daily water changes. What is more stressful than a filter is a daily water change. Filters cause no stress on the fish, they relieve stress by keeping the water clean. If the frog is an Albino African Dwarf Frog, it will be fine with fish, but an Albino African Clawed Frog though, will eat all of the fish in the tank, and get about 6 inches long. Before buying fish and any other living creature, it is necessary to do ample research. Good luck!

ten fish and a frog for a 10 gallon is overloading the bio-load.

So you must have a filter. It doesnt matter if you dont overfeed them, the animals are going to produce waste and ammonia so your water is going to be bad for fish anyway.

A filter is a must,

Another thing that is bothering, is the albino frog, is it a ADF or an african clawed frog.

If it is a clawed frog, you will need an upgrade, to about 20-30 gallons. And when they get big, your fish will probably be eatten.

You definitely need a filter for your tank, your fish will soon die without one.You also need to research cycling your tank.

The frog shouldn't be in with fish at all albino frogs are a type of clawed frogs that get very large and aggressive they will eventually eat your fish. The only frog that can go with fish is an african dwarf frog.

I'm sure the mom frog didn't eat them. And if she did, it was by accident. It was more than likely the dad frog. When frogs are hungry, they basically attack anything that comes close to their faces and eat it! Chances are.. it was by mistake if they did get eaten!
