HOWEVER! my tank scale is a like 82. Everytime I turn my heater to 75, It shuts off. Is it ALWAYS going to be like this just because of the water or will it adjust and work anyway? OR do I need a new heater

That just means your tank is already over 75 and the heater will not turn back on unless the temperature drops below 75. That's normal heater operation.

what kind of heater do you have?
visi-therm stealth is the best, in my opinion.

you should set the heater to 75. if it is not malfunctioning, it will heat the tank until the temp reaches 75, and then it will shut off. when it senses the water temp decreasing, it will turn on again until it reaches 75.

another thing that seems to help with even heat, is to set the heater horizontal a few inches from the bottom of the tank (ONLY IF IT IS FULLY SUBMERSIBLE, read the instructions to make sure) put it near the filter intake. the heated water will go through the filter, out of the output, and the filter will circulate the heated water throughout the tank.

like i said, i only use visi-therm stealth heaters. i have one in my 55 set to 77. the thermometers on either side of the tank are exactly at 77.

its fine, as if the water every drops below 75 it will turn on. If it is hotter than the heater will not work of course.

If your asking how to lower your water temp, then looking at a salt water chiller.
