Your best place to start would be the Small Business Administration. They can guide you to some local resources and also provide a lot of educational material on starting a business. You will most likely need a sound business plan, especially if you need to apply for business loans; you can learn about these at the SBA's website.

First work in a club for a few years while you save your money. Get to know lots of coworkers and customers as friends and never let on you are thinking about competing. Try to know as many jobs in the club as you can from bouncer to bartender and bookkeeper so if you do open your own you know how they work. Make notes of things like where the supplies come from and if you can work as a bookkeeper really get to know the payroll taxes and employment laws.
Keep your police record squeaky clean so you can get a liquor license.
Then once you have money saved try to find investors. You will need at least twice as much as you have in your business plan to cover cash flow problems.
Writing your business plan will make or break this entire idea, if you don't know what you are trying to do it will never work. If you can't show investors where your numbers came from they won't loan you money.
