They have low ratings because the gloom and doom they preach does not give people the warm fuzzies. Folks want to hear about hope and optimism and the greatness of America.
The Fairness Doctrine is the most crybaby piece of bogus legislation I have ever witnessed.

No, It is all about MONEY!
If Liberals can't get money to support a talk radio show from contributions and advertisement then why should or tax dollars pay for it? The Fairness Doctrine been withdrawn by the FCC and aspects of it have been questioned by courts.

Public broadcasting is already here why reinvent the wheel?
Just support you local PBS radio station!

If you don't like how NBC, CBS, and ABC reports the news don't watch it and don't buy the products that are advertised during there broad cast. Now that's fairness!

If the proposed fairness doctrine is structured like the original, it likely will not apply to "news" programs. Under the Fairness Doctrine CBS for example, will still be able to report stories that "should/could be true".
Regarding liberal Talk Radio, I listened to air America while it was available in my area...strange, they had no commercials only PSAs. The programs kept repeating the same basic mantra "Rove is from hell, Bush is Satan", no matter the topic. That's gotta get old, even to a liberal.
EDIT:
Sorry Wolf, but the fairness doctrine does indeed impact both radio and broadcast TV.

Liberal talk shows don't succeed because a majority of talk radio listeners are white, male conservatives. Though many women and minorities may listen to it, the majority our white males who tend to be conservative. It should be fair, but I think that we need to remember to draw our own conclusions and make our own judgements when we hear the news. We all know it's going to be biased one way or another, it's up to us to decide what to believe, and what's BS.
If the government forced me to listen to liberal programming, I think I would have to stick an M-80 somewhere close to my head! LOL!

Funny how you didn't have a problem with the Fairness Doctrine (that was the standard until 1987), until the right-wing con nut jobs told you to have a problem with it with talk about bringing it back. It gives equal airtime to both sides of the issues--you know in the good old days when journalism had higher standards and wasn't so dumbed down. The news is not affected by this because the reporter is supposed to be the impartial reporter of the news, while the guests who get to speak will have to be from opposite sides of the spectrum. Only propaganda stations like FOX News and right-wing and left-wing talk radio will be affected. And if they adjust by being fair and balanced, they will continue to thrive on the radio. Or are you afraid that the more logical and persuasive arguments of the left with be the death or corporate-sponsored, neocon propaganda for good?

"hate bush" is not enough to sustain a business, and that is what talk radio is. It is not public radio like the socialist programmed NPR, it is paid for by the owners money, which makes it private enterprise. For the government to force some kind of arbitrary rules on it is pure and simple totalitarian communism. I will not stand for it, and Congress better get it through their elitist minds that I am not the only ones. We the people are not going to let the Communists take over this country.
Fair in this instance means what the ruling elite wants it to mean, their definition not the free markets, and thusly, the alphabet propaganda channels will not have to change since they already supply a daily stream of marxist propaganda for the DSS (Democratic Secular Socialists)

truth seeker, No they just like spewing it instead. Everyone knows that the Fairness Doctrine won't go the other way. I get thumbs down every time I suggest that it should apply to the New York Times as well. I think it's funny when Hollywood makes a movie about people being force feed propaganda by our government, it's always a conservative/fascist government. But it's always the liberals who try to force their views down our throats with the Fairness Doctrine, Political correctness, Labeling as racist, or other forms of intimidation.
PS, See what I mean about the thumbs down?

Liberals don't pay attention.
Honestly - I'm not knocking them, but given the choice to listen to music from a CD and using AM or FM on a radio... They choose to listen to CD's or other music.
Most liberals that I've known over my lifetime generally prefer to not pay attention to what's going on around them until AFTER something happens and there's a band-wagon available for them to jump on... Later.

If the libs can't compete in radio, then they can't compete.
This thing that Clinton and Boxer are trying to resurrect is akin to grading on a curve, letting ALL the kids on the team whether they suck or not, or giving the job to the non-white female, even though she isn't nearly as qualified for the job as the white dude.
It's political correctness in it's truest form, and political correctness is one of the many things that has been so blown out of context it tearing our country to shreds.

listening to Liberals is a very negative experience. they simply ooze negativity. the whine that you often hear sounds only slightly more pleasant than finger nails on a chalk board. the government already funds the broadcast of NPR, which is very liberal and very unfair, as they have little or no views expressed from a conservative standpoint. the Fairness Doctrine is anything but fair.
