Depending on what your present counter top is... Laminated counters followed by tile are the cheapest counters I can think of. I would check Lowe's or Home Depot to see what they can offer as well.

Probably tile. You can find odd lots of tile at deep discounts. You will need to buy the tile, adhesive, grout and sealer. You need some basic tools to do tile work. You can rent a tile saw for a modest price. Depending on the size of your countertop, it is project you can do in a weekend.

either remove the old formica or at least scuff it up qite a bit. Buy new Formica sheets and the glue that goes with it. glue the new sheets on let dry and trim the excess. There are also edge kits you can buy that matches the formica sheets.
