there is alkyley popping up through the concrete floor in my basement how can i kill it

You'll only be able to wash off the accumulated salts, as the alkali is in the soil and in the concrete. Moisture leaches the alkali up through the concrete, if you can reduce the moisture, you might reduce the accumulation.
