There should be a little foam float that is attached to the chain. That is how you adjust how long the flapper stays open. The installer must have left it off. The sponge float is about one inch in diameter with a hole in the center for the chain to pass through.

If you can't find them anywhere, you can make your own with trial and error. I had the same problem with my new toilet, some time back.

I just installed a new toilet the other day, one of those super efficient toilets. The newer toilets don't seem to have the old flaps with the air pockets in them; you need a small float on the flapper chain to keep the flapper up long enough for the toilet to flush properly. If the chain has a float on it, adjust the float closer to the flapper; it's trial and error. If you do not have a float try a plumbing supply store, or your local hardware store, and see if they have any answers for you.

Shorten the chain attached to the flapper a couple of links. The flapper has a hollow bulb in it that, when it's up above the surface of the water in the tank, it empties and fills with air. That's what makes it float.

If the chain is too long, the flapper doesn't get raised high enough to get above the surface of the water. If it's too short, it won't seat correctly and the tank will constantly drain or "run".

Play around with it and see if you can find that happy medium.

The leash attached to the flush handle is probably too short. The chain or plastic leash needs to be long enough so that when the flush handle returns to its original position the leash doesn't push the flapper back down to the bottom of the tank. Try adjusting the lenghth of the flapper leash. If that doesn't work call a licensed plumber like me.
