Why were Republicans demanding up or down votes on judges, but won't allow an up or down vote on Iraq?

You only demand an up or down vote when you expect that vote to go your way, obviously.

Because the Dems are trying to put the withdrawal language in the defense BUDGET. Thus President Bush will veto the budget, then they'll have to debate the budget again. Basically it's the whole emergency spending bill all over again, and this time it is the entire military budget, not just the war budget.

Put a bill up for a vote that says the same thing as the amendment and it will get to the vote. But not an amendment to the defense budget.

Because the Senate only has the responsibility to advise and consent on Judicial nominations. It's not a vote. It's not the job of the Senate to decide on the Judges. This is only the Presidents discretion.

The war, however, is a vote where both the Senate and House decide on bills before it.

The government is about manipulating and controlling the way they want to. Allowing a vote on Iraq would only put their goal in jeopardy.
