No fish will be happy in a bowl. Goldfish produce far too much wastes, and bettas require temperatures of 76-86o, which usually means you need to use a heater. With a bowl, you'll need to clean it about every 2-3 days. With a small tank, as long as you don't overcrowd it and use a proper filter, you can do partial water changes of 25% once a week, and your fish will be much healthier.
You'll be far better off to get a small tank, like one of the 10 gallon starter kits, although even these won't house a goldfish for long. If you're interested in fish, and want to keep them healthy, you'll do better to get a 20 or 29 gallon. This gives you room for more fish (and maybe more kinds, as long as they all have the same temperature needs and will get along). Even though they take up more space, thery're actually less work than a smaller tank.
See these links for info on how to introduce new fish to your tank, also some things to expect when you start a new tank:

The fish store dude gives it to you in a bag with air pumped in rite? So, you bring it home to your cycled tank that is ready. DONT open the bag yet. Put the whole bag inside the tank, let it float. for 30mins min. This will ensure the temperature in the bag is the same as the tank. Then slowly open the bag and gently let the fish in.
They are stressed now, so do it slowly and gently.
Like the rest said, a bowl is not advisable. Get a tank with filtration~

add filter and decos, and then you have to get those fluids that kills the chlorine, then you set the fish bag in water for 15 mins for it to get use to new tempature, and then release and feed.
