All depends on the application however plastics(not in the app of bagging) is so so valuable its used in almost everything not to mention its reuseable

Paper, without question.
About 90% of plastics do NOT get recycled - it goes into landfill and will NEVER biodegrade. Plastic recycling plants use as much natural resources to re-create plastic as they do to make it from scratch... what's the sense in that?
Plastic is made from poisonous petroleum byproducts - petroleum is NOT a renewable resource. Paper made from trees, hemp and other fibres IS made from renewable resources, and IS 100% recyclable and 100% biodegradable.
On top of that, it smells better, it feels better to the touch. Use paper when you can - you're going to need the petroleum for heating & transportation when the oil shortage arrives - in about 3 years.

Plastic is easier to carry because it has handles that don't rip as easily. It is also re-usable for things like small trash bags, luggage bags (in my college case, anyway!), etc.
Paper is better for theatrical props because, if you get them from the right places, they don't have store names all over them.
Both are unfriendly to the environment, since plastic takes forever to biodegrade and paper kills trees.
I say plastic overall.
