When uppercase is used it is considered YELLING. The capitals provide a contrast in the writing.
Also traditional mixed case is easier to read than all capitals, most likely because that is what we are used to reading.

Consider the following typed in capitals:

WHEN UPPERCASE IS USED IT IS CONSIDERED YELLING. THE CAPITALS PROVIDE A CONTRAST IN THE WRITING. ALSO TRADITIONAL MIXED CASE IS EASIER TO READ THAN ALL CAPITALS, MOST LIKELY BECAUSE THE IS WHAT WE ARE USED TO READING.

The lack of lowercase usage makes it harder to see the sentences. They all seem to run together.

The use of mixed case and the reserved judicious use of all capitals in limited usage for yelling is considered good netiquette
