Americans invented it, but the Japanese perfected it.
The main reason why the Japanese focused on quality was because American companies were making the cars so cheap, the Japanese had to have something desirable and different. So quality was their aim.

It depends on which class of cars we are speaking:

1. compact cars: perhaps France. Cars as the Renault Clío or Peugeot 206 usually is the best options of purchase in this segment, although the spare parts and services are expensive and not very good.
