Yeah left click on the mouse, holding the left click down and drag it back to the bottom. Something you can also do to prevent this in the future is right click on the taskbar once you have it returned to the position you want and select lock taskbar.

First, make sure taskbar is unlocked. (Right click in the taskbar. If there is a check mark next to "Lock the taskbar," it is locked -- needs to be unchecked.) Take your mouse cursor, and point it along the bottom edge of taskbar. You may have to move mouse around a bit, but watch the taskbar edge, and you will see the pointer change to a "handle." When this happens, hold the left mouse button down, while you drag the taskbar back to the bottom. When you get taskbar where you want it, release the left mouse button, and it will stay. Then recheck "Lock the Taskbar." Some people like it on the side. You could drag it to side as an alternative idea.

Right click on the task bar and make sure it is not locked. Then left click right next to the start button and drag it to the top.

You should be able to drag and drop the taskbar. If it won't let you it might be locked - then right click on the taskbar - un-check "Lock the Taskbar" - then drag and drop it to where you want it.

right click the bar to make sure it is not locked, if it is click to unlock it, now all you have to do is left click and drag to the bottom of your screen :)
