Really, you just need more practice.
Make sure you can control the car. Do this by going out with your favorite parent or adult takes you out early in the morning to drive around a parking lot.
Then start driving more and more with whoever will do it with you.
Your confidence will improve a lot.
Everyone is scared when they first try out.

Fear is good... unless you let it controll you.
I have two big driving tips, and if you get these you will be better than 95% of the drivers out there.
Tip one is to drive the other car. in other words anticipate what the other driver might do.
Examples:
1. If your following someone and the light 2 blocks away turns red don't keep your foot on the gass. Be ready to stop, because the person your following is going to.
2. If there is an oncomming car look to see if there is any reason he or she might swerve, turn, or otherwise move into your path. Like children playing on the side of the road, or an animal on the side, or they're turning.
3. If you see a car signaling to make a left (asumming your in the US) three cars ahead of you be sure that the one in front of you is going to be slowing or stoping, and anticipate that move.
I hope you get what I mean.
The second is try to always leave yourself a way out.
Example:
If you have oncomming traffic look to see if there is a shoulder you could move to should that driver come into your lane.

The only thing that will help you when driving is experience. I am only 18 but I feel very comfortable driving because of the amount of driving I have done. Sometimes it takes getting out of a very bad situation to ease your fears, as psychologically you begin to gain confidence in yourself.
Another thing is to stick with one car (that is if you have more than one vehicle available to you). Get used to this car and the feel of the pedals and steering wheel. Different types of cars have different feels when driving, so it is best to stick to one type of car when starting out.
Other than that there really isn't much else you can do. One thing that is very important is do NOT over-think things on the road. That is not saying to forget everything on the road, but just keep focused and don't always think of what could happen. Hope this helps!

I can understand where you are comming from because I used to be the same way. I still get that way sometimes because alot of people dont know how to drive. You absolutly shouldnt drive when you are that nervous. It is not safe. Maybe you should start off in an empty parking lot or somthing just to get up the nerve. Then maybe try to practice on side street. After you are comfortable with that, then maybe you can move on to the main roads and highways. That is how I was taught.

How old are you?
Maybe you should just wait a few years, you'll probably mellow out some. I didn't bother getting a license until I was 19 and had to drive 15 miles to work.
Also remember that most of the people on the road are complete idiots and somehow manage to do it, it's not that bad.

Best thing to do is to drive when you feel comfortable. For example, if you don't like driving at night, then don't for a while and just drive whent he conditions are right for you. After driving enough in those conditions, I am sure you'll begin to feel more and more comfortable behind the wheel. Don't give up, just be consistant and it will come to you after enough practice and time on the road. Good luck, and drive safe.

You'll eventually get over it and become a real good driver, just like everyone else. Take your time and driver with caution and watch out for people's pets in the road. Remember you have brakes and eyes.

You have to get over your fear or it's too dangerous for you and everyone around you to have you behind the wheel of a car.
