The Bali is a two stroke - so it won't have problems like stuck or gummed up valve stems.

You will obviously need a new plug as the old one will be wrecked. Get two, have one handy as a spare.

I don't know what control you have on the mixture on this bike, but if you have any then you need to make sure it's correct.

Two strokes don't tend to take well to too much idling time - this tends to gum up the plug. It may be that as a new owner (new rider) you are letting the engine run too slowly for too long.

You should also check that the correct plug is fitted.

Mechanical failure is also a possibility. If the bike smokes too much when running then it may be that the rings have gone. This should not be too big a job on a two-stroke single.

Sounds like you have a worn and sticking valve.. take the rocker cover off and give the valve stems a couple of knocks with a hide face or plastic mallet. Don't be too heavy on them and make sure the piston is low down in the cylinder.

Check the valve clearances as well in case they have gone out of adjustment.

If that doesn't work, it looks like a cylinder head removal job to clear the carbon from the valve stems.

ooops, i didn't realise the bali was a Two stroke...I withdraw my answer.

Drain out and discard the old petrol as petrol go's off if it has been standing then fill with some fresh petrol, remove and clean out the carb, fit a new air filter and a new spark plug.

Once you have done this you should find that it is running like new, if not it could have worn piston rings which are quite an easy and cheap job.
Good luck.

16k miles on a 50cc is way over due for a new top end.
Cylinder, piston & rings.
That's why the spark plug keeps fouling.

If I didn't know any better I would say that the head gasket had gone.

make your mix weaker and get a hotter firing plug.
