Rum Tum Tugger is one of the many feline characters in the poetry book Old Possum's Book of Practical Cats by T. S. Eliot and in the musical Cats. Cats was inspired by Eliot's book, published in 1939.
The Rum Tum Tugger is a black tom cat with leopard spots on his chest, and a wild mane. He is considered the ladies cat, and the rebel of the group. Some believe that he is one of Old Deuteronomy's children, and therefore brother to Munkustrap. The younger female kittens are in awe of him as well as some of the older queens, especially Bombalurina and Etcetera . Demeter does not seem to like him at all. This is shown in the video.

That's that theater cat that used to live in my building. He borrowed two cans of Purina from me and never paid me back. Makes me paws and think about doing him any favors in the future. Maybe I'll swipe some rum from that tugger. Better in my tum than his!

Ha, of course I know who he is! I live with a female version of him! (She's so spoiled, she only eats Star Kist Tuna, just to give you an example)
