Just think about it for a second. YOu have to add energy to ice to get it to melt, you have to add energy to water to raise its temperature to boiling, and you have to add more energy to water to vaporize it.

So, which form will contain the most energy/gram?

I am guessing that your text should have a value for the heat of vaporization of water. If it doesn't, you can just google it to find the value. It will usually be expressed in calories per gram, so just multiply that by 100 and you've got your answer.
