BMW Mini markets their cars in the UK, with some fancy names for different trim levels besides the standard versions . Cooper Salt, Cooper Pepper, Cooper Chili, and Cooper S Chili.
All Pepper, Chili and S Chili trim levels come with manual air conditioning with microfilter.
Not exactly sure what else you are asking regarding circulating to the engine or lowest temperature. All air conditioners have fresh and recirculate modes to either draw in fresh air or recirculate the cabin air.
Lowest temperature is normally achieved by setting the air to recirculate mode and putting the fan speed to high. I cannot comment on the exact lowest temperature; but I'm sure whatever it is, it will be enough to cool you and all other occupants in the car.
