The characters in Men In Black were loosely based upon the agents that worked for the U.S. Air Force in the 1950s and 1960s.
The agents would investigate UFO reports by the public then explain to people that what they were seeing were not UFOs but in fact were "weather balloons", "swamp gas" and the all time favorite "Venus".
One of the main investigating bodies of the Air Force was Project Blue Book. The investigator's primary goal was to debunk any UFO report. Project Blue Book was disbanded when they ran into some reports that could not be easily explained away. For a while Dr. J. Allen Hynek (author of "Close Encounters" who founded the close encounters of the first, second, and third kind) worked on Project Blue Book and soon found he could no longer just explain away every report as the Air Force had ordered him to do..
I worked a UFO hot-line and investigation service and we reported to Dr. Hynek in the early 70s.
So to answer your question they were agents of the U.S.Air Force in plain clothes (all government agents back then wore black suits with black ties and white shirts. Watch the movie Mississippi Burning for an example of how the F.B.I. agents dressed and you will see "the men in black").
Today private agencies such a MUFON (Mutual UFO Network) investigates UFO reports from the public. The Air Force will investigate reports from the military stand-point only.

They are characters in a very good, very funny movie (the first one, not the sequel). Unlike most Hollywood scifi movies, MOB contains a lot of accurate astronomical information, which makes it all the funnier. Somebody with a brain actually wrote the screenplay!

Yes they work for govt. and they may have some connections with aliens .Yes they exist and they are very much like in the movie MIB.They are always in their Tuxedo.
