My chest(34dd) is splatered with freckles. however, under my bra line and near my nipples my skin is pure white with no freckles. If I cover up everything will my freckles go away? My husband thinks the freckles are sexy. But I don't!

They won't go away, but if your husband likes them then just consider yourself lucky. If you don't want more freckles then be sure and cover up or use extra sunscreen, but there is nothing you can do about the freckles you already have.

There are no real ways to remove freckles. They are caused by exposure to the sun. This is why you have them where you do and not where you don't. The best you can do is stay covered or wear strong sun block to prevent the darkening of the existing freckles and the prevention of additional ones from forming.
That's the best you are going to do as far as the freckles go.
I'd also try to appeal to your husbands desire but he should respect yours as well. If he thinks the freckles are sexy, great! Let him see them but he should respect you and the fact that you don't like them by not mentioning them and just keeping his thoughts on them to himself. This way you both win!

Don't try and get rid of them, freckles are sexy and your husband likes them so what's the problem.

if your husband is ok with it then you should to, you should be happy and proud of what you have and be love your body
