Can the female eggs still hatch even if it is not fertilized?

No. The need to be fertilized by a male to be viable. If left in the tank with the female, she'll either eat them, or they'll develop a fungus, so if you have a female that laid eggs, it's okay to just remove them.

No - in order for eggs of most species to hatch, outside of haplo-diploid varieties, the eggs need to be fertilized.
