The Yankees, with 15.

# 8 was retired for 2 players, Bill Dickey and Yogi Berra, so they actually have had 16 players whose numbers have been retired.

Edit: Oops I forgot about Jackie Robinson, whose #42 was retired by all teams for the 50th anniversary of his first game. So although he never played for the Yankees, they have 16 retired numbers counting him.
