the hacksaw is it if wd-40 or penetrating oil doesn't work but one easier if you have to cut it. get a small grinding wheel that goes on your drill motor. they are cheap and you will have it in your tool box for future use. also use WD40 on the screws. After you unscrew as far as you can,spray some WD 40 on it and tighten the screws again,but do not tighten.Than wipe the screws off with a rag,spray Little more WD 40 and try to unscrew it again. Sometimes it might take a couple of attempts but usually this works.

Get a Sawzall or equivalent reciprocating saw and fit it with a long hacksaw blade.
All other methods will bring you heartache, including a handheld hacksaw (the frame gets in the way).
Mask off the surrounding porcelain if you are concerned about scratching or chipping it with the blade.
Hacksaw (if it works) half an hour per bolt + scraped knuckles
Sawzall, twenty seconds
Borrow one from a friend or buy a cheap one for fifty bucks at Loews or Home Depot.

They are probably made of brass. You should be able to hacksaw them off carefully (so you don't scratch the fixture) by holding the blade horizontal and cutting off the caps. If the screws are nylon your cutting through that plastic is even easier.

It depends on HOW corroded they are. If a penetrant doesn't work, and it's rust-welded together, you may end up having to hacksaw them off. I've had to do that,and it's not easy.

Get some wd 40 or even better pb blaster..
Spray on the screws, let it soak in for a while, Then give it another shot at loosening them...

If the penetrating oil doesn't work then use a close quarter hack saw. It will let you get to the screw easier than a regular hack saw. Get it at any hardware store.....Tell the boys they have to aim better......

find the plumber who sabotaged your toilet seat by not using any thread dope and make him remove it. But if you cant find him try penetrating oil and if that doesnt work use a hack saw.

try WD 40 afew times. I think the underside of them are plastic........May need a wrench on the underside.
