There are actually quite a few that shuttle mostly between the strip and the off strip casinos. Here is the best link for up to date info on all of the free shuttles in Vegas...

I hope this helps!

Free shuttles
Las Vegas Blvd. traffic during the day.Between Harrah's Las Vegas and the Rio All Suite Hotel and Casino. Approximately every 30 minutes.
Between Sam's Town and Bill's Gamblin' Hall and Saloon, Harrah's Las Vegas, Riviera Hotel, and Tropicana Resort & Casino. Approximately every hour and a half.
Between Caesars Palace and the Rio All Suite Hotel and Casino. Approximately every 30 minutes.
Between Paris/Bally's and the Rio All Suite Hotel and Casino. Approximately every 30 minutes.
Between Hard Rock Hotel and Casino and the MGM Grand and the Harley-Davidson Cafe (next to Planet Hollywood). Leaves the Hard Rock on the hour.
Between Hard Rock Hotel and Casino, Fashion Show Mall and the Forum Shops at Caesars Palace. Leaves the Hard Rock on the hour.
Between Wynn Las Vegas and the Las Vegas Convention Center Monorail Stop
Many free shuttles have a policy requiring a room key from an affiliated casino, but it is not typically enforced.
While not on The Strip itself, the Las Vegas Monorail runs on the east side of The Strip from Tropicana Avenue to Sahara Road.
A 24-hour pass for The Deuce bus costs $5 CAT Bus provides service on the strip with double decker buses known as The Deuce. The Deuce stops at most major resorts and continues north to downtown and the Fremont Street Experience. A current list of fares is available.
A tourist trolley service travels up and down The Strip and stops at various, but not all, Strip hotels, along with a stop at the Fashion Show Mall. The fare is $2.00 for a one way ride, regardless how far you travel down the strip. Alternatively, a 24hr pass is $5, and exact change is required. Trolleys are scheduled to arrive every 15 minutes.
Two small, free cable-pulled trams operate on the Strip. One runs between Treasure Island and The Mirage. The other provides service to Mandalay Bay, Luxor, and Excalibur.

Lots of ways to get around. The Deuce bus runs up and down the strip all the time. Inexpensive. The monorail costs more but is good for going from one area of the strip to another a fair distance away. Walking from one to another is also not to hard where several are positioned close together.
Getting around is really no problem. I'm not sure if there are shuttles from one casino to another (why would they want to give you a ride to another casino?) but there may be since one corporation may own several properties (like Mirage Corporation) so I would ask at the hotel I'm at.
There is a free train from Excalibur to Luxor and Mandalay Bay too.
Have fun.

There are free shuttles that connect Rio, Harrah's, Caesar's, Bally's, and Paris because they are all owned by the same company. But they're all pretty close, aside from Rio which is off the strip.
There is also a tram that will take you from Excalibur to Luxor to Mandalay Bay.
Otherwise, you'd want to grab the Deuce bus or something like that to go from one end of the strip to the other.

Your best bet in Vegas is the get a 'Deuce' bus pass. They are only $5 for 24 hrs. and can be purchased directly form the bus driver. The buses run from the end of the strip to Freemont St. Usually not too much of a wait. Cheaper than a cab. I know the Coast Casinos (Gold Coast/Barbary Coast/Orleans) offer a free shuttle for their guests.

The only free shuttles that I remember are one from the back of Bally's to Rio and one from MGM to Mandalay Bay.
Of course, you do have the monorail, which runs from the very south end of the strip to the north end, beyond the convention center. It cost $7 one way for that.

You can take a tram from Mandalay Bay to the Luxor and the Excalibur, and back again. There's an express tram from Mandalay Bay to the Excalibur and a slower one that stops at all three. Both leave every 10-15 minutes.
There's also another one that starts at the MGM Grand. I think it goes to Bally's, but I'm not sure.

There is one that goes back and forth from the South Point to Mandalay Bay. It runs from 9am - midnight, and the times depend on traffic.
